Silhouettes, or more accurately semi-silhouettes are achieved with backlighting. Basic photo guidelines will discourage photographers from shooting into the sun or into your light source. This however is when the most interesting images are captured. One does need to be careful and not let the sun directly hit the lens, and exposure can be tricky, but it can also provide lots of contrast, highlights and depth.
